Bolivia Sustainable Urban Development Project
Municipal Strengthening
Urban planning in Bolivian municipalities requires a careful balance
of physical development, environmental, and citizen participation considerations
given the actual capacity for enforcement. Prior to UTUI's project,
urban planning was considered ineffective and distant from the needs
and realities of the communities that it was supposed to serve. With
Canadian assistance, the plans developed by the Cities of Tarija and
Cochabamba have involved the communities in the process, become relevant
to them and have become guided steps towards planned action and sustainability.
These plans are now considered models for the entire country.
" Although we were clear as to how we should have faced the
process, we did not have the instruments, logistics, or enough technical
assistance. This support has come at a very adequate moment for us
to get this process started fast. We may be even ahead of the rest
of Bolivian municipalities. The agreement signed with the University
of Toronto allowed us to provide ourselves with equipment, logistical
support, and technical assistance to face this process readily. "

UTUI has been working with planning departments and communities in
the municipalities of Cochabamba, Tarija and Santa Cruz to strengthen
their capacity to plan and execute urban strategic plans at the neighborhood,
district, and city level that are consistent with the Law of Popular
Participation. Strategic plans that have been developed under the project
are now considered models for the entire country.

" One objective of our work is to have the municipality be able
to incorporate a gender approach in their annual and five-year planning
that includes indicators, objectives, and policies. Such a gender
approach would enable us to rid ourselves of the differences that
have been created between men and women over time. This process brought
us to work alongside the University of Toronto, and we received support
from this Canadian cooperation. As a result of this cooperation, IFFI
has been able to establish an operative level of coordination with
the municipality of Cochabamba. We started with a workshop that defined
planning participation with a gender approach and involved all technicians
in charge of carrying out this process as well as people that work
in the city districts. "
