Meet the Staff

JOAN E. FOLEY was appointed University Ombudsperson effective July 1, 2007. As well as overseeing the work of the Office and addressing complex cases, she concentrates on reviewing the effects of University policies and procedures. Professor Foley has served the University over a long career, including service in the roles of Chair of the Department of Psychology and of the Division of Life Sciences at Scarborough, Associate Dean of Arts and Science, Principal of the University of Toronto at Scarborough, and Vice-President and Provost of the University. She has also served as a member of the Governing Council and as senior assessor to the Academic Board and the Planning and Budget Committee. Over the years, she has been committed to advising students, serving as Graduate Secretary of the Department of Psychology early in her career and more recently as Psychology Program Supervisor at UTSC. In recognition of her contributions, a student residence at UTSC has been named Joan Foley Hall, and the UofT Alumni Association has established the annual Joan E. Foley Quality of Student Experience Award.

GARVIN E. DE FOUR is the Assistant Ombudsperson. He has been with the Office since December, 2007 and handles much of the case work of the Office. Garvin, a graduate of University of Toronto at Scarborough, has years of frontline experience in both the private and public sectors dealing with issues pertaining to human rights, complaints in retirement homes, and various other issues affecting a range of disenfranchised groups. In his former position with Ombudsman Ontario, he was an early resolution officer doing customer intake, analysing complaints and identifying and proceeding with appropriate courses of action. His experience at Ombudsman Ontario and at the Ontario Human Rights Commission involved, in part, planning and co-investigating complaints with system-wide implications and interpreting related municipal, provincial and federal legislation.

STEPHANIE ELLUL joined the Office of the University Ombudsperson in April, 2012 on a part-time basis. Prior to joining the staff of the University of Toronto, Stephanie had extensive experience as assistant to senior executives in a number of companies in the private sector. As Assistant to the Ombudsperson, Stephanie provides secretarial and administrative support services for the office and is often the first point of contact for individuals seeking assistance from the office with their concerns.
